Mayor Gainey Proposes 2025 Budgets
Believe it or not, it's that time of year again. Mayor Gainey released his 2025 Preliminary Capital and Operating Budgets. Gainey’s proposal includes investments in paving, bridge maintenance, demolition and traffic calming measures. This is the first year that federal funding through the American Rescue Plan Act (ARPA) cannot be used to support general government operations.
PCRG is in the process of reviewing both documents and looks forward to working with both the administration and City County in the upcoming months to prioritize funding that strengthens neighborhoods and invests in communities.
PRO Housing Grant HUD
Allegheny County is partnering with the Department of City Planning on a $7 million Pathways to Removing Obstacles in Housing (PRO Housing) Grant through the US Department of Housing and Urban Development. The grant aims to eliminate barriers to and encourage the production and preservation of affordable housing for low- and moderate-income households across Allegheny County.
There is a public comment period open to all Allegheny County residents. You're encouraged to review the draft and provide written feedback.
There will also be a public hearing to provide a review of the draft and receive public comment on Monday, October 7th at 6:30 PM in the Gold Room of the County Courthouse (436 Grant Street, 15219). For more information, contact PCRG Policy Director Chris Rosselot at crosselot@pcrg.org.
Shapiro Executive Order on Housing
Gov. Josh Shapiro recently announced an executive order to tackle housing affordability and homelessness across Pennsylvania. The order seeks to expand affordable housing options, increase access to supportive services and streamline state efforts to address these pressing issues. This could mean more resources across the PCRG footprint to provide more affordable housing development, home repairs, and even support for more homeownership opportunities. PCRG was thrilled to see this announcement, as Pennsylvania continues to trail behind neighboring states when it comes to housing investments. Shapiro's order represents a significant step towards ensuring all Pennsylvanians have a safe, affordable and quality place to call home. We look forward to working with his executive and policy staff on this exciting proposal.
Fed Interest Rate
The Federal Reserve Board recently lowered the interest rate to 4.9% (down .05%) to stimulate economic growth and slow inflation. This reduction is expected to ease borrowing costs, particularly in the housing market, making mortgages more affordable for prospective home buyers. The Fed hopes that this boost in economic activity will not reignite inflationary pressures. By carefully balancing growth and inflation, the Fed aims to foster economic stability while keeping housing costs more accessible. Fed Chairman Jerome Powell also hinted at further cuts in the next coming years.
